No connection or reconnection shall be made by property owners
with the sanitary or trunk line sewers of the Borough of Baldwin until
a written initial permit for connection, or permit for reconnection,
as applicable, has been obtained from the Building Code Inspector
of the Borough of Baldwin.
A.
Conditions for issuance of initial permit for connection; fees.
(1)
An initial permit for connection. An initial permit for connection
shall be secured for the connection of sanitary facilities to said
sanitary or trunk line sewers in all cases where the sewer abutting
said property has been constructed by the Borough of Baldwin and where
the property abutting the said sewer has not been heretofore assessed
for the costs of the installation of said sewers, or where the property
owner or owners refuse to pay such assessment or where a court of
competent jurisdiction has declared that the assessment of benefits
against said property is of no legal effect, provided that the owner
of the property desiring to make said connection shall pay into the
treasury of the Borough of Baldwin the sum of $2,000 per EDU.
B.
Conditions for issuance of permit for reconnection; fees.
(1)
Permit for reconnection. A permit for reconnection shall be secured
for the connection of sanitary facilities to said sanitary or trunk
line sewers, including but not limited to lateral lines intersecting
therewith, in all cases where the sewer abutting said property has
been constructed by the Borough of Baldwin and where the owner of
the property abutting said sewer, or any person acting on said owner's
direction, has or will cause any disturbance to be made at or about
said connection, or where any replacement is made of, work is conducted
upon, or repair is performed at or about said sanitary facilities,
which will result in the disconnection and reconnection of any sanitary
or trunk line sewers, including but not limited to lateral lines intersecting
therewith.
(2)
No person shall cause any work to be performed at or about any connection
to the sanitary facilities of the Borough of Baldwin, including but
not limited to its sanitary sewer lines, trunk line sewers, or any
lateral lines intersecting therewith or joined thereto, except after
making application to the Building Code Inspector of the Borough of
Baldwin and upon issuance by said Inspector of a permit therefor,
and no such connection or excavation, once commenced following issuance
of a permit as provided in this subsection, shall be made or covered
over until final inspection and certification thereof has been made
and approved by the Inspector.
(3)
A fee of $10 for tapping charges and permit and inspection fees shall
be due and payable to the Borough of Baldwin at the time written application
is made for a permit for reconnection.
(4)
All applications for a permit for reconnection, and all requests
to the Building Code Inspector of the Borough of Baldwin to make any
inspection as required hereunder, shall be made at least three days
prior to the date on which construction is scheduled to commence or
certification is required.
The Council of the Borough of Baldwin reserves the right to make exceptions to and/or adjustments of the sums of money provided to be paid to the treasury of the Borough of Baldwin in § 134-25A above.
