The Chief of Police or designee shall provide for the issuance of residential parking permits as applied for, on such streets designated by this article, restricting all parking except parking by permit holders only who reside within that parking zone, the boundaries of which shall be established by the Chief of Police or designee.
A. 
To persons who are residents of any particular street or portion thereof on which parking is restricted, every vehicle owned by those persons and registered in the Commonwealth of Pennsylvania will require a parking permit.
B. 
No permit issued hereunder shall be valid for more than one calendar year but may be renewed upon expiration or January 1 of each concurrent year.
C. 
The permit fee shall be $10 per application, per vehicle, and the fee shall not be prorated. The permit is not transferable, however, it may be transferred to another automobile the resident of the apartment owns or leases. The permit shall be valid for one calendar year, expiring on December 31 of each year, provided the conditions for issuance exist.
Vehicles are to be parked within marked spaces. Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any persons to park a vehicle or allow it to remain parked otherwise.
No persons shall park a vehicle at any time within the posted areas of the streets described in the following schedule of listed streets without a permit:

A. 
On behalf of persons who are visitors of any resident of any particular street listed or any portion thereof on which parking is limited to permit holders only, they may purchase a visitor's placard in the amount of $15 per visitor placard.
B. 
Visitors' permits shall not be transferable. Residents who allow the visitor's permit issued to their dwelling unit to be used by a person not a visitor to their dwelling unit shall, in addition to the penalties set forth in this article, have said permit revoked for a period of one year beginning on the date of revocation. In addition, it shall be unlawful for a person to use a visitor's permit who is not a visitor at the dwelling unit to which that permit is registered. It shall not be a defense that the permit was being used with the permission of the registered owner. Such person shall, upon conviction, be subject to a fine of not less than $50 nor more than $300.
C. 
Should a visitor's permit be lost or stolen, such fact shall be reported to the Police Department, which shall invalidate same forthwith. Any person who possesses or uses a visitor's permit which has been reported lost or stolen shall, upon conviction, be subject to a fine of not less than $50 nor more than $300.
D. 
Lost or stolen visitors' permits may be replaced upon payment of a fee of $5.
Any person violating any provisions of this article shall be liable, on conviction thereof, to a penalty not exceeding $15 per violation for a maximum of three violations. After the maximum three violations, the Baldwin Borough Police Department shall tow the vehicle to the Borough impound location and notify the resident in writing of the location of the vehicle.
