Unless the context specifically indicates otherwise, in this chapter, the following terms have the meanings indicated.
ASHES
The residue from the burning of wood, coal, coke, or other combustible materials for the purpose of heating or cooking.
COLLECTOR
A person who engages in the collection of garbage, rubbish, or ashes in Queen Anne's County.
COUNTY
Queen Anne's County exclusive of any incorporated municipality.
DEPARTMENT
The Department of Public Works for Queen Anne's County.
DIRECTOR
The Director of Public Works for Queen Anne's County or the Director's authorized deputy, agent, or representative.
GARBAGE
A. 
The animal or vegetable waste resulting from the handling, preparation, cooking, or serving of food.
B. 
"Garbage" does not include:
(1) 
More than a minimum amount of free liquids;
(2) 
Food processing wastes from canneries, packing plants, or similar industries; or
(3) 
Large quantities of condemned food products.
HOUSEHOLD
A. 
Each family dwelling, each apartment, and each room or group of rooms that are used as separate living quarters and have facilities for preparing food.
B. 
The Department shall have the final determination as to what constitutes a separate household or dwelling unit.
REFUSE
Garbage, rubbish, or ashes.
RUBBISH
A. 
Nonputrescible solid waste not included in garbage or ashes consisting of both combustible and noncombustible waste, such as paper, cardboard, tin cans, yard clippings, wood, glass, and similar materials.
B. 
"Rubbish" does not include building rubbish or other materials from building construction or reconstruction, stones, street refuse, industrial refuse, dead animals, abandoned large machinery or vehicles, or other waste materials not commonly produced in homes.
SANITARY DISTRICT
Queen Anne's County exclusive of any incorporated municipality.

May. "May" is permissive.
B. 
Shall. "Shall" is mandatory.
