All refuse accumulated or produced in households within a solid waste subdistrict providing collection service shall be collected as herein provided by a collector contracted by the County.
A. 
In general. The rates for solid waste collection shall consist of a minimum or ready-to-serve charge.
B. 
Uniformity. The rates shall be uniform throughout each subdistrict for each class of property, but the Department may make whatever classifications it considers advisable within any subdistrict.

Fee schedule. The expense of household collection shall be charged to property owners according to a fee schedule established by the Director.
B. 
Bills.
(1) 
Bills shall be sent quarterly, semiannually, or annually, as the County may determine, to each property within a solid waste subdistrict.
(2) 
Bills are payable at any place that the County Commissioners may designate.
A. 
Results of late payment.
(1) 
The charges for household collection shall be due when made and after 30 days from that date shall bear interest at the rate of 1.5% per month.
(2) 
If a bill is unpaid after 30 days from the date it was sent, the County, after written notice is left upon the premises or mailed to the last known address of the owner, shall cease to serve the property.
B. 
Liens.
(1) 
Solid waste system assessments shall be liens upon the property served or benefited and, in addition to being enforced by actions at law, may be enforced by a bill in equity against the property served or benefited.
(2) 
The liens shall be subject only to liens for state and County taxes.
