A. 
Any police officer, including any Deputy Sheriff or member of the Maryland State Police, may issue a citation for violation of this chapter. In addition, the County Commissioners of Queen Anne's County may, by resolution, designate and authorize any individual to issue citations for violation of this chapter.
B. 
Any police officer or other person authorized hereunder who discovers a vehicle parked in violation of this chapter shall:
(1) 
Deliver a citation to the driver or, if the vehicle is unattended, attach a citation to the vehicle in a conspicuous place; and
(2) 
Keep a copy of the citation, bearing his certification under penalty of perjury that the facts stated in the citation are true.
C. 
In the absence of the driver, the registered owner of the vehicle is presumed to be the person receiving the citation. In any prosecution charging a violation of this chapter, proof that the particular vehicle described in the citation was parked in violation of this chapter, together with proof that the defendant named in the citation was at the time of such parking or other unlawful act the registered owner of such vehicle, shall constitute a prima facie presumption that the registered owner of such vehicle was the person who parked and placed the vehicle at the point where and for the time during which such violation occurred.
D. 
Any person, firm or corporation violating any provision of this chapter shall be subject to a fine not exceeding $100. Citations for violation of § 26-2L, T, W and X will provide a preset fine of $50. All other citations issued hereunder shall have a preset fine of $30.
E. 
In addition to the fines set forth above, a reasonable administrative fee, not to exceed the fine, may be imposed and added to the amount of any such fine. Such administrative fees shall be imposed, collected and processed in the same manner as fines imposed under this chapter.
