Any police officer, including any Deputy Sheriff or
member of the Maryland State Police, may issue a citation for violation
of this chapter. In addition, the County Commissioners of Queen Anne's
County may, by resolution, designate and authorize any individual
to issue citations for violation of this chapter.

Any police officer or other person authorized hereunder
who discovers a vehicle parked in violation of this chapter shall:

In the absence of the driver, the registered owner
of the vehicle is presumed to be the person receiving the citation.
In any prosecution charging a violation of this chapter, proof that
the particular vehicle described in the citation was parked in violation
of this chapter, together with proof that the defendant named in the
citation was at the time of such parking or other unlawful act the
registered owner of such vehicle, shall constitute a prima facie presumption
that the registered owner of such vehicle was the person who parked
and placed the vehicle at the point where and for the time during
which such violation occurred.

In addition to the fines set forth above, a reasonable administrative
fee, not to exceed the fine, may be imposed and added to the amount
of any such fine. Such administrative fees shall be imposed, collected
and processed in the same manner as fines imposed under this chapter.
