Meetings of Commissioners — See Charter § 8 and 9.
The affairs, matters and business of the Commissioners at their regular monthly meetings shall be taken up in the order and manner established by the resolution of the Commissioners.
A. 
The office of Vice President of the Board of Commissioners is established.
B. 
The person selected and appointed to fill the office of Vice President shall be chosen from among the members of the Commissioners. Such person shall be neither the President of the Commissioners nor the Secretary thereof.
C. 
Throughout such periods of time as the President of the Commissioners shall be unable to act in the capacity for reason of illness or any other cause, and throughout such periods of time as the office of President of the Commissioners shall be vacant for any reason whatsoever, the person chosen and appointed as Vice President shall exercise all the powers and authorities of the President of the Commissioners.
D. 
This section shall not be considered or construed as conferring upon the Vice President the power, authority and prerogative of the Mayor of the city.
