This chapter shall be known and may be cited as the "Comprehensive Adult Use Regulation Chapter."
The Comprehensive Adult Use Regulation Chapter is enacted pursuant to the home rule power of the city in the interest of the health, peace, safety and general welfare of the people of the city.
All territory within the legal boundaries of South Pasadena, Florida, shall be embraced by the provisions of this chapter.
The Comprehensive Adult Use Regulation Chapter shall be liberally construed to accomplish its purpose of licensing and regulating adult uses and related activities. Unless otherwise indicated, all provisions of this chapter shall apply equally to all persons, regardless of sex. Masculine pronouns, such as "he," "his" and "him," as employed in this chapter, shall also be construed to apply to feminine pronouns and neutral pronouns, unless the context suggests otherwise. Words used in the singular number shall include the plural number, unless the context suggests otherwise.
The intent of the City Commission in adopting the Comprehensive Adult Use Regulation Chapter is to establish reasonable and uniform regulations that will protect the health, safety and general welfare of the people of South Pasadena, Florida. The provisions of this chapter, acting alone or together with other applicable chapters of the Code of the City of South Pasadena, have neither the purpose nor effect of imposing a limitation or restriction on the content of any communicative materials, including adult material. Similarly, it is not the intent nor effect of this chapter to restrict or deny access by adults to adult materials or expression protected by the First Amendment or to deny access by distributors and exhibitors of adult uses to their intended market.
