No unauthorized person shall disturb, use, alter or make connection to the city sewer system or any appurtenance thereof without first obtaining a written permit from the city.
A. 
The owner of any building of his agent shall make application on a form furnished by the city prior to making a connection to the city sewer system. The application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the city. Application for connection of an industrial waste discharge into the city sewer system or any connected system shall be supplemented with information describing the type of industrial activity in which the applicant is engaged, specifying the constituents inherent in the wastes, and identifying the characteristics of the wastewater.

A connection fee and plumbing permit fee shall be paid to the city before such connection is approved.
C. 
Authorization to discharge industrial waste into the city sewer system or any connected system shall continue in effect unless or until rescinded by the Commission. In the event that the Commission revokes the authorization of any user to discharge wastes into the city sewer system or any connected system, notification of such revocation shall be delivered to the user by certified mail or by hand delivery.
D. 
Any system user whose authorization to discharge has been revoked may appeal the decision to the Commission. The appeal shall be sent in writing by certified mail, return receipt requested, to the Commission within fourteen (14) days of receipt of the notification to cease discharge. Following receipt of the appeal, the Commission will conduct a public hearing concerning the revocation order after giving notice to the user of the time and place for such hearing. At the public hearing, the user, either individually or by counsel, shall have the opportunity to be heard, to present evidence and to cross-examine witnesses. The Commission may affirm, reverse or modify the order and shall issue its decision in writing. The order to cease discharge of wastes into the city sewer system or any connected system shall not become effective until the period for appeal has expired or, in the event that an appeal has been filed, until the Commission has rendered a decision, unless the Commission has made a finding that continued discharge by the user into the city sewer system or any connected system constitutes a clear and present danger to the operations of the sewer system or to the health of the public. Any such findings shall be included in the notification to cease discharge, and in such event, the revocation of authorization to discharge wastes shall become effective immediately.
All costs and expenses incident to the installation and connection of a building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
A separate and independent building sewer shall be provided for every building; except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one (1) building sewer.
The size, slope, alignment and materials of construction of a building sewer, and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench, shall conform to all regulations adopted by the city.
No person shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to the city sewer system.
The connection of the building sewer into the city sewer system shall conform to the requirements of the building and plumbing code[1] or other applicable rules and regulations adopted by the city. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the city before installation.

All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the city.
