No person shall operate or ride a bicycle, skateboard, scooter or roller skates on any sidewalk of a shopping center or on the sidewalk of any other commercial establishment. No person shall operate or ride a bicycle, skateboard, scooter or roller skates on any sidewalk or handicapped ramp located on City Hall property or at the South Pasadena Fire Station. No person shall misuse public benches, railings or fences by jumping onto said property with a skateboard or roller skates. For purposes of this article, roller skates shall include all types of footwear with wheels, including but not limited to in-line skates. In no event shall any handicapped vehicle be considered a scooter for purposes of this section.

Any person, firm, corporation or agent who or which violates any of the provisions of this article or who fails to comply therewith shall be punished as set forth in Chapter 1, General Provisions, Article II, of this Code. South Pasadena's law enforcement agency is specifically authorized to treat violations of § 176-13 as Class IV local ordinance violations pursuant to the Pinellas County Court Uniform Fine Schedule. Any person electing to appear or who is required to appear in court shall be deemed to have waived the right to the payment of the Class IV penalty and shall be subject to whatever penalty or penalties are set by the County Court.
