[HISTORY: Adopted by the City Council of the City of Brigantine 3-7-2001 by Ord. No. 3-2001. Amendments noted where applicable.]
There is hereby established within the City of Brigantine Beach an Economic Development Committee known as the "Brigantine Beach Economic Development Committee."
A. 
There shall be 11 members on the Brigantine Beach Economic Development Committee. Said members shall be appointed by City Council.

B. 
The following individuals must always be a member of said Economic Development Committee:
(1) 
Mayor.
(2) 
Two Council members as selected by Council.
(3) 
City Manager.
(4) 
Member of the Brigantine Beach Tourism Commission.
(5) 
Three members of the community that are involved with business establishments within the community as selected by Council.
(6) 
Three other members to be selected by City Council.

The term of each member shall be for one year. The initial term shall commence as of the adoption of this chapter and shall expire on December 31, 2001. Thereafter, each appointment or reappointment shall be from January 1 to December 31 of any given year. All members shall, on an annual basis, be appointed or reappointed by the City Council. There shall be no limitations on the number of years which any member can be reappointed to the Economic Development Committee.
The Chairperson shall be as selected by the Council of the City of Brigantine.
The Economic Development Committee is created and formed for the following purposes:
A. 
To encourage the location, improvement and viability of commercial establishments within the City.
B. 
To, in conjunction with the Brigantine Beach Tourism Commission, promote and advertise the economic advantages and opportunities of the City of Brigantine Beach in general and of commercial establishments in particular.
C. 
To solicit any commercial or business enterprises for settlement in the City as best calculated in the judgment of the Committee to advance the interests of the City and of its citizens.
D. 
To undertake such other activities in an effort to attract and improve commercial businesses and advance economic development within the City.
In furtherance of its goals and objectives as set forth above, the Economic Development Committee shall have the following powers:
A. 
To recommend to the City Council the hiring of any consultants necessary, in the opinion of the Committee, to further the goals and objectives of said Committee.
B. 
With prior approval from the City Council, to apply for any and all municipal, county, state or federal grants or other aid which can be used in the furtherance of the goals and objectives of the Committee.
C. 
Adopt suitable bylaws, with the approval of City Council, for the management of the meetings and affairs of the Committee.
D. 
To send and receive any correspondence or other communications in furtherance of the goals and objectives of the Committee.
E. 
To conduct surveys or otherwise inquire into the advantages or disadvantages of taking any action to promote the goals and objectives of the Committee.
F. 
To promote and advertise the economic advantages and opportunities of the City of Brigantine Beach in conformity with the goals and objectives of the Committee.
G. 
To take any other legal action to promote economic development within the City.
The Committee shall specifically not have the power to:
A. 
Take any property by condemnation or eminent domain.
B. 
Pledge the credit of the City of Brigantine Beach or otherwise incur debt on behalf of the City of Brigantine Beach without the prior approval of City Council.
The Economic Development Committee shall submit reports to the City Council concerning the financial status and activities of said Economic Development Committee on an "as requested" basis.
The Economic Development Committee and Tourism Commission will each take adequate steps to ensure that said two bodies are working in conjunction with one another and are not in any manner trying to achieve contradictory goals or objectives.
The Economic Development Committee may use the services of the City Engineer, City Planner and City Solicitor on an "as needed" basis to aid and assist them in any effort to further the goals and objectives of the Economic Development Committee.
