There is hereby instituted in the City of Brigantine a minimum charge
of $20 for receipt by the City of Brigantine of checks which are returned
for insufficient funds. If the actual cost of collection of amounts due to
the City of Brigantine exceeds $20, then the maker of such check shall pay
the actual costs incurred by the City of Brigantine, including but not limited
to all bank charges, attorneys' fees and other costs associated with the collection
of the debt for which the insufficient funds check was proffered.
