In the event that there is a man-made or natural emergency or it appears that there may be civil disorder or riot that is imminent, wherein the safety of the citizens, persons or property is or may be endangered, the Emergency Management Coordinator may declare that a state of emergency exists in the township.

In the event that a state of emergency is declared by the Emergency Management Coordinator, then the Emergency Management Coordinator may order and compel any or all business establishments in the Township of Monroe to close or may direct the hours which they may be open during the period of the emergency.

The Emergency Management Coordinator shall, upon the cessation of the emergency, make a declaration that the emergency is over, whereupon the business establishments affected by the declaration may resume their regular hours of business.

Any business established that is licensed by the Township of Monroe which refuses or fails to comply with the provisions of this chapter shall be subject to the suspension or revocation of the license, after five days' notice to the licensee, in writing, and upon a hearing of the charges presented. Any violation of any portion of this chapter shall be grounds for suspension or permanent revocation of the license. The Township Council may suspend any license issued pending the hearing. If the license is suspended pending a hearing, then the Township Council shall hold the hearing within 15 days of the date of suspension, unless the licensee requests that the hearing date be postponed to a future date. In any event, the hearing shall be conducted within 30 days of the date of suspension.
In addition to the penalties provided above, any person, firm, association, partnership, organization or corporation who or which violates or neglects to comply with any section of this chapter shall, upon conviction thereof, be liable to a penalty of not more than $1,000 or imprisonment for a term not to exceed 90 days, or both, for each violation. Each day that the emergency exists and the above-named refuses or fails to comply with this chapter shall be considered a separate violation.
