No person shall place, cast or throw upon any of the sidewalks, streets, vacant lots or public parks of the Township of Monroe any refuse, paper, debris or junk or any other article or substance or matter which might be a source of danger or prove unsightly upon such premises in the township.
No person shall place, cast or throw upon any of the public parks in the Township of Monroe any of the substances, materials or articles listed in § 193-1 of this chapter, provided that nothing in § 193-1 applies to any refuse placed in public containers or bundled as permitted by any other applicable ordinances of the township and placed in regular containers in the public parks while awaiting collection.

Any person who shall violate any provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $1,000 or by imprisonment in the county jail for a term of not more than six months and/or community service not to exceed 30 days, exclusive of court costs. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
