A petition is signed and acknowledged or proved, as required by law,
and duly complies with the requirements of § 191 of the Town Law
as to sufficiency of its signers and is otherwise sufficient. All the property
and property owners within the proposed district are benefited thereby; and
all the property and property owners benefited are included within the limits
of the proposed district; and it is in the public interest to grant, in whole,
the relief sought.

The establishment of a water district as proposed in said petition is
approved; that the improvement therein mentioned shall be constructed and
the service therein mentioned shall be provided for upon the required funds
being made available or provided for. Such district shall be designated and
known as the "Eastern Avenue Water District," bounded and described as shown
on a boundary description on file in the town offices.
The proposed improvement, including costs of rights-of-way and construction,
legal fees and all other expenses, shall be financed by a United States Department
of Housing and Urban Development Metropolitan Discretionary Community Development
Block Grant totaling eighty-seven thousand dollars ($87,000.) and by a bond
issue totaling seventeen thousand dollars ($17,000.) extending over a ten-year
life period.
