All parties appearing in an agency capacity before the Board of Review, established pursuant to Chapter 9 of the City Charter, shall provide in writing to the Assessor's office and Board of Review on or before any such appearance or undertaking activity on behalf of a principal, involving activities associated with Board of Review functions with departments in the city, written evidence establishing the current engagement of the agent for such purposes. Written evidence of engagement shall be signed and dated by all parties having an ownership interest in the property.
No agency relationship shall be recognized unless notice is provided as set forth in § 6-1.

There shall be appointed not more than two alternate members for the same term as regular members of the Board of Review. Regular members are appointed pursuant to the Charter of the City of Roseville. Each alternate member shall be a property tax payer of the City. Alternate members shall qualify by taking the constitutional oath of office within 10 days after appointment. Any vacancy that occurs in the alternate membership of the Board of Review shall be by appointment as provided in the Charter for a regular Board of Review member. A member of the City Council is not eligible to serve as an alternate member or to fill any vacancy. A spouse, mother, father, sister, brother, son or daughter, including an adopted child, of the Assessor is not eligible to serve as an alternate member or to fill any vacancy. Any alternate member may be called to perform the duties of a regular member of the Board of Review in the absence of a regular member. An alternate member may also be called to perform the duties of a regular member of the Board of Review for the purpose of reaching a decision in issues protested in which a regular member has abstained for reasons of conflict of interest.
