A. 
There is hereby established a Department of Public Works.
B. 
Such Department shall be responsible for:
(1) 
The operation, construction, maintenance, extension and improvement of the streets of the city, together with the storm sewers and all public works and improvements on, within and over the streets and public places of the city, except such as are by the Charter for the city assigned to any other department of said city.
(2) 
The maintenance and repair of all motor vehicles owned by the city and shall have under its charge, supervision and control any and all personnel necessary to accomplish such duties.
(3) 
The operation, organization and supervision of any and all equipment and personnel necessary to and connected with any system of collection and/or disposal of garbage, trash and similar materials, matters or substances.
The Department of Public Works shall have such other duties as may from time to time be assigned to it by the City Manager with the approval of the City Council.
The Department of Public Works shall be under the charge and direction of a Director of Public Works, who shall be appointed to such position by the City Manager subject to the approval of the City Council and shall be directly responsible to such Manager.
