This chapter shall be known and cited as the "Fire Hydrant Ordinance of the City of Roseville" and will be referred to herein as "this chapter."
As used in this chapter, the following terms shall have the meanings indicated:
FIRE FLOW
The amount of water, measured in gallons per minute, that would be required to control a fire in the building or buildings being considered, as determined by the Fire Marshal, using standard formulas. In no case shall it be less than 500 gallons per minute.
USE GROUP
The classification of a building or structure for which it is designed, used or intended to be used, as defined in the Michigan Building Code, 2000 Edition, and incorporated herein by reference.

Fire hydrants shall be approved by the Water and Sewers Department and the Fire Prevention Bureau. In any new development, or wherever and whenever new water mains are being installed, fire hydrants shall be installed at each intersection, with additional hydrants being installed wherever the distance between hydrants is more than 500 feet. When any new building is erected, other than one- or two-family dwellings, or when any existing building is changed to a new use group, the owner shall provide hydrants located so as to provide the required fire flow at any part of the exterior of the building with no hose line exceeding 500 feet. Where there is limited access for Fire Department apparatus, this distance shall be reduced to 200 feet. No fire hydrant shall be installed on less than an eight-inch water main.
Fire hydrants on private property shall be located and installed as directed by the Fire Marshal, after consultation with the Chief of the Fire Department. Hydrants shall be located about 50 feet from the building being protected. Where this is impossible, they shall be so located that the possibility of damage from falling walls, heat or smoke is minimal. In no case shall the hydrant be located closer than a distance equal to the height of the exterior wall of the building being protected. Whenever, as determined by the Fire Marshal, any hydrant is exposed to danger from traffic of any kind, the owner of the property shall provide such protection as the Fire Marshal shall specify.
The specific requirements of this chapter for existing uses of new developments may be modified by the authority of the Fire Marshal. Such modification will secure as nearly equivalent safety from fire as is practical, but in no case shall the modification afford less safety to life than compliance with this chapter.
Any person who shall, without authority of the City Water and Sewers Department, open any fire hydrant except for the purpose of extinguishing a fire, or who shall wantonly injure or impair same, or who shall, without the authority of the owner, willfully break, injure, destroy or disturb any auxiliary fire-fighting appliance, including fire extinguishers, sprinkler systems, standpipe systems and the like, shall, upon conviction thereof, be punished as provided in § 139-10 of this chapter.

A person shall not use or operate any fire hydrant intended for use of the Fire Department for fire suppression purposes unless such person first secures a permit for such use from the Fire Chief and the water company having jurisdiction. This section shall not apply to the use of such hydrants by a person employed by, and authorized to make such use by, the water company having jurisdiction.
The Fire Chief shall recommend to the chief administrative official of the municipality the location or relocation of new or existing fire hydrants and the placement or replacement of inadequate water mains located upon public property and deemed necessary to provide an adequate fire flow and distribution pattern. A fire hydrant shall not be placed into or removed from service until approved by the Fire Chief.
A person shall not obstruct, remove, tamper with or otherwise disturb any fire hydrant or fire appliance required to be installed or maintained under the provisions of the Fire Prevention Code, except for the purpose of extinguishing fire, training or testing purposes, recharging or making necessary repairs or when permitted by the Fire Chief. Whenever a fire appliance is removed as herein permitted, it shall be replaced or reinstalled as soon as the purpose for which it was removed has been accomplished. Defective and nonapproved fire appliances or equipment shall be replaced or repaired as directed by the Fire Chief.
Any person violating or neglecting or refusing to comply with any of the provisions of this chapter shall, upon conviction thereof, be punished by a minimum fine of $100 and maximum penalties as provided in Chapter 1, General Provisions, Article I.
