Upon the request of the owner or occupant of any private property within the City of Roseville, the Department of Waters and Sewers is authorized to and may perform the necessary cleaning of sewers on private property. The fee for such cleaning shall be as provided in Chapter 133, Fees. It is the responsibility of the property owner to provide an accessible cleanout.
The owner of any private property within the city whose sewers have been cleaned by the Department of Water and Sewers shall be notified of such cleaning service and shall be billed for the same. Such notice shall further provide that, upon failure to pay said cost within 30 days after the receipt of such bill, such cost shall be a lien upon the premises and, if not paid within said 30 days, shall be added on the next city tax statement and collected in the same manner as city taxes.
