No person shall park a vehicle, stop, stand, or use a parking lot other than intended, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or a traffic control device, in any of the following places: in any area designated for the parking of motor vehicles in commercial areas where the business establishment being served by such parking area is closed and not rendering service. The prohibition in this article shall not apply to vehicles which are parked or using the lot and such areas with the permission of the owners or which are parked while servicing the buildings or premises.
Any person violating provisions of this article shall be deemed to have committed a civil infraction.
