As used in this article, the following terms shall have the meanings indicated:
WATER UTILITY
Includes any pipeline, system or component thereof, including but not limited to water pipeline, valves, hydrants or other appliances or equipment or appertaining to or used in connection with such system by whomsoever owned or operated for the benefit of the City of Roseville.
No person or firm shall cause or permit to continue any cut, break, obstruction, injury, destruction, manipulation or tampering with any water utility belonging to or used by the City of Roseville, with the intention and without authority to interrupt or disrupt the water service or avoid payment for water service. No person or firm shall conspire, aid or abet in or cause to be done any such unlawful acts.
No person or firm shall take or cause to be taken or permit the continued taking of water from any fire hydrant, valve, faucet, pipe or other opening connected with the City of Roseville water supply system, nor shall any such person or firm open any fire hydrant, valve or faucet for the purpose of taking water or for any other purpose, unless such person or firm shall have first made application for use of the water for an allowable purpose and received permission from the Director of the Department of Water and Sewers for the City of Roseville, unless such person is an employee within the City of Roseville acting in the course of employment, discharging authorized duties.[1]

Any person or firm who shall fail to comply with any of the provisions hereof shall, upon conviction thereof, be punished as provided in Chapter 1, General Provisions, Article I.
