Pursuant to N.J.S.A. 40:5-2, the Township of Burlington may make an annual voluntary contribution to any duly incorporated first aid and emergency or volunteer ambulance or rescue squad association rendering service generally throughout the Township of Burlington.
Any such duly incorporated first aid and emergency or volunteer ambulance or rescue squad association receiving funds from the Township of Burlington shall submit to the Chief Financial Officer of the Township of Burlington an audit on or before April 1 for the previous year. The audit shall be made of the association's financial records and shall certify that the association's financial records are being maintained in accordance with sound accounting principles. The audit shall be performed by an accountant licensed by the State of New Jersey. Such accountant shall be chosen and paid for by the association receiving the contribution.
The Township shall not make a contribution in excess of 40% of the amount recommended by the Mayor in his budget submission to the Township Council before April 1. The remaining 60% shall not be contributed unless the audit has been received by April 1 and certified to the Township Council by the Chief Financial Officer of the Township of Burlington as being in accordance with sound accounting principles.
The Township may appropriate funds to any other organization or agency as provided by law. Any such organization or agency which is not audited by the Township Auditor shall provide an audit in any year in which a contribution in excess of $1,000 is made. The audit shall be made of the association's financial records and shall certify that the association's financial records are being maintained in accordance with sound accounting principles. The audit shall be performed by an accountant licensed by the State of New Jersey. Such accountant shall be chosen and paid for by the association receiving the contribution.
