An employee who is injured in the performance of his duties shall immediately report the accident to his supervisor, who shall complete a form provided for such reports. The completed accident report form shall then be submitted to the Office of Payroll and Personnel.

A. 
Procedure. A full-time employee in a position in the classified service shall not be permitted while continuing to hold such a position to accept part-time employment in another public agency without prior and continuing consent of the appointing authority in whose department he is regularly employed.
B. 
Approval of dual public employment shall be conditioned on definite terms relating to hours and the effect on regular employment.
C. 
For employment outside the public agency it shall be the responsibility of the employee to advise the Township of such employment, including the hours of such employment, employer and the nature of the work involved.
D. 
No employment, either public or private, shall be engaged in by a Township employee where there is a reasonable probability that such outside employment will interfere with an employee's performance or compromise an employee's position with the Township through a conflict of interest or if such employment shall exceed 20 hours per week.
A. 
Promulgation. Subject to compliance with procedures hereinafter set forth, the appointing authority may from time to time establish, amend and/or supplement rules and regulations governing the internal operation of any Township department and the conduct or deportment of any of its personnel.
B. 
Adoption procedure.
(1) 
Initiation. The director of any department within the government of the Township of Burlington may, and upon the direction of the appointing authority shall, prepare rules and regulations governing the internal operations of his respective department and the conduct or deportment of its personnel, which regulations upon preparation shall be filed with the Township Administrator. Subsequent thereto, the director shall comply with the procedural provisions hereinafter set forth.
(2) 
Director's action.
(a) 
Notice. The director within 14 days after filing of proposed rules and regulations with the Township Administrator, which rules and regulations shall be in writing, shall cause a notice to be posted on the official bulletin board of the Township indicating that such rules and regulations have been drafted. Said notice shall briefly describe the intent and purpose of such rules and regulations and shall specify a date or dates when public hearings will be held before the director concerning the adoption of said rules and regulations. The director shall personally deliver or send by regular mail a copy of the proposed notice along with a copy of any proposed rule or regulation to any organization representing any bargaining unit affected by the rules and regulations proposed.
(b) 
Hearing. The director shall, not less than 10 days after the posting of the notice of hearing, commence public hearings on the proposed rules and regulations, at which time all interested persons may be present and heard concerning the proposed rules and regulations.
(c) 
Township Administrator's action. Subsequent to receipt of a copy of the proposed rules and regulations from a director, the Township Administrator shall review the proposed regulations to determine their consistency with Township policies and intradepartment procedures in the areas of personnel and purchasing. The Township Administrator shall file a written report and recommendations with the director prior to the close of the public hearings specified above. The director shall either amend the rules and regulations to conform to the Township Administrator's comments or specify in his findings and conclusions reasons why the rules and regulations should not conform to the Township Administrator's report and recommendations.
(d) 
Findings and conclusions. Within 15 days from the last date upon which a hearing is held, the director shall formulate findings and conclusions determining whether the rules and regulations as proposed should be adopted, amended, modified, revised or revoked. These findings and conclusions, along with the rules and regulations as initially proposed and the Township Administrator's report and recommendations, shall be submitted to the Mayor of the Township of Burlington, who within 15 days after receipt may adopt, reject, modify, amend or revise the findings or conclusions issued by the director. In the event the Mayor takes no action upon the findings and conclusions within 15 days after receipt of the documents set forth above, said rules and regulations shall be deemed rejected.
(e) 
Promulgation. Subsequent to action by the Mayor and Administrator, the director shall cause the proposed rules and regulations, his findings and conclusions and any statements made by the Administrator and Mayor concerning the action taken on the rules and regulations to be filed with the Township Clerk of the Township of Burlington and shall cause a notice to be posted on the official bulletin board of the Township briefly indicating what action has been taken on the proposed rules and regulations. Upon posting of the second notice referred to in this paragraph, the rules and regulations, as amended, modified, revised, adopted or rejected by the findings and conclusions of the director and comments of the Township Administrator and/or the Mayor, shall be deemed properly promulgated and lawfully effective to govern activities within the Burlington Township departments affected.
The Office of Payroll and Personnel shall maintain adequate personnel records for each employee of the Township. Such records should include dates of appointments and promotions, job titles, salaries, commendations, disciplinary actions, leave of any type taken and accumulated, merit ratings and the like.

All permanent vacancies or new jobs shall be posted on all bulletin boards for five working days.
A. 
If the job opening is promotional, present permanent full-time employees will be given preference of the job in accordance with civil service rules and regulations and this chapter.
B. 
With permission of the department head and in conformity to this chapter, present permanent full-time employees shall be allowed to transfer to different sections of a department even if the classification is the same, provided they have a just reason for such a transfer and a vacancy exists.
A. 
Workers' compensation shall be paid in accordance with New Jersey workers' compensation regulations.
B. 
As practical, the employer shall at all times maintain safe and healthful working conditions and will provide employees with uniforms, tools or devices reasonably necessary in order to ensure their safety and health. All safety and health rules must be obeyed by the employees.
C. 
All safety problems reported by the employees will be investigated by the supervisor of the department and, if appropriate, representatives of the union in conformity to an existing contract to correct same. If a solution cannot be reached on mutual agreement, then the problem can be handled as a grievance.[1]

A. 
Seniority is defined to mean the accumulated length of continuous service with the Township, computed from the last date of hire. An employee's length of service shall not be reduced by time lost due to authorized leave of absence for bona fide illness or injury, certified by a physician, not in excess of six months.
B. 
If a question arises concerning two or more employees who are hired on the same date, the following shall apply: If hired prior to the effective date of this chapter, seniority preference among such employees shall be determined by the order in which such employees are already shown on the employer's payroll records, first name first preference. For employees hired on the same date subsequent to the effective date of this chapter, preference shall be given in alphabetical order of the employee's last name. If permanent employee status is not affected, seniority can be computed from hiring date.
C. 
The Office of Payroll and Personnel shall maintain an accurate, up-to-date seniority roster showing each employee's date of permanent or temporary employment, classification and pay rate, and shall furnish copies of same to the employee or his representative upon request.[1]

D. 
Except where New Jersey civil service statutes require otherwise, in all cases of promotions, demotions, layoff, recall, vacation schedules and other situations where substantial employee advantages and disadvantages are concerned, an employee with the greatest amount of seniority shall be given preference, provided he is qualified to perform the work involved.[2]
