A. 
Persons hired to exercise the responsibilities of the owner of multiple-dwelling units for the operation and maintenance of said units pursuant to the Hotel and Multiple Dwelling Law, N.J.S.A. 55:13A-1 et seq., and those persons hired to exercise the responsibilities of the owner of mobile home parks regarding their operation and maintenance, including superintendents, managing agents, janitors and other persons employed by the owner to perform maintenance services to dwelling units and maintenance services to the exterior of mobile homes as well as their common areas, shall apply for a license from the Borough prior to the exercise of said responsibilities. This requirement shall not pertain to persons employed or subcontracted by the owner of multiple dwellings to perform strictly exterior maintenance repairs and who will not enter any dwelling unit.
B. 
All such persons regulated by this chapter shall submit to a criminal background check and fingerprinting by the Eatontown Police Department for the purpose of determining if any criminal records exist concerning said persons.
Application for said license shall be made to the Housing Inspector of the Borough upon such forms as he shall prepare.

A fee of $100 shall accompany such application.
The Housing Inspector, after referral of the application to the Chief of Police, shall determine, in accordance with the standards set forth in the regulations adopted under the Hotel and Multiple Dwelling Law and within 30 days, whether the applicant is fit to perform the duties entrusted to him.
The decision of the Housing Inspector with respect to any application shall be subject to review and final determination by the Mayor and Council at its discretion.

Any person violating or legal entity who employs a person subject to licensing pursuant to this chapter without that person having submitted a completed application and paying the appropriate fee or violating any provision of this chapter, shall be subject to a fine of not less than $100 per day for each day of violation.
