A. 
The Township of Harrison shall make and enforce regulations regulating the discharge of wastewater to the Township sewer system. Wastewater discharge regulations shall be adopted by the Township Committee by resolution and shall be amended from time to time as necessary so as to enable the Township to comply with all applicable federal and state statutes, regulations and permits pertaining to wastewater treatment and discharge, including industrial pretreatment. The objectives of the wastewater discharge regulations shall be:
(1) 
To prevent the introduction of pollutants into the sewer system which will interfere with the operation of the system or contaminate the resulting sludge;
(2) 
To prevent the introduction of pollutants into the sewer system which will pass through the system, inadequately treated, into receiving waters or the atmosphere or otherwise be incompatible with the system;
(3) 
To improve the opportunity to recycle and reclaim wastewaters and sludges from the system; and
(4) 
To prevent violations of federal and state statutes; regulations and permits relating to sewage treatment and discharge.
B. 
The wastewater discharge regulations shall provide for the regulation of pollutants to the sewer system through prohibitions, limitations, permits, enforcement and other such requirements.

No person unless authorized by a sewer connection permit shall make any connection with or opening into the Harrison Township sewer system nor shall in any way make any use of, alter, damage or disturb the sewer system or any appurtenance thereto.

No person shall discharge into the Township of Harrison sewer system any substance in violation of the wastewater discharge regulations adopted by the Township.

Any person violating any of the prohibitive provisions of this article shall, upon conviction, be subject to a fine not exceeding $1,250, imprisonment for a term not exceeding 90 days or a period of community service not exceeding 90 days, and in the event of a continuous and uninterrupted violation of the prohibitive provisions of this article, each and every day in which said violations continue without interruption shall constitute a separate violation.
