A service charge shall be imposed in accordance with N.J.S.A. 40:5-18
upon any account owing to the Township of Hillside if payment tendered on
the account was made by check or other written instrument which is returned
for insufficient funds. The service charge for a check or other written instrument
returned for insufficient funds shall be $20 per check or other written instrument.
