A.
Purpose. As provided for by the Bingo Licensing Law, N.J.S.A. 5:8-24
et seq., and the Raffles Licensing Law, N.J.S.A. 5:8-50 et seq., eligible
organizations may conduct games of chance known as bingo and raffles
within the Township. The purpose of this chapter is to authorize the
Township to issue licenses in accordance with statutory law.
B.
ELIGIBLE ORGANIZATION
ISSUING AUTHORITY
Definitions. As used in this chapter, the following terms shall have
the meanings indicated:
Bona fide organizations or associations of veterans of any
war in which the United States has been engaged, churches or religious
congregations and religious organizations, charitable, educational
and fraternal organizations, civic and service clubs, senior citizen
associations and clubs, officially recognized volunteer fire companies,
and officially recognized volunteer first aid or rescue squads.
The Township Clerk who shall be responsible for approving
bingo and raffle licenses.

A.
No eligible organization shall conduct bingo or a raffle without
first having applied for a license to, and received a license from,
the issuing authority.
B.
The Township Clerk shall approve or deny all applications for bingo
or raffle licenses in accordance with New Jersey's statutory
law and duly promulgated New Jersey regulations.

Licensees authorized by law to conduct any games of chance,
including raffles and bingo, shall be permitted to conduct the same
on any day of the week, including Sundays as provided by N.J.S.A.
5:8-31 and N.J.S.A. 5:8-58.

A.
No person shall play for money or any other valuable
items or participate in any game of chance such as cards, dice, pitching
coins or any other game in any park or any street or sidewalk or in
any other public place within the Township of Hillside.

Any person, firm or corporation violating the
provisions of this chapter shall, upon conviction thereof, be subject
to a fine not exceeding $1,000; imprisonment for a term not exceeding
90 days; and/or a period of community service not exceeding 90 days.
