The Town Board recognizes the problem of pollution of our water tables,
streams, brooks, lakes, ponds, natural streams, rivers and tributaries and
desires to establish criteria in order to effectively combat all possible
sources of pollution.
In order to implement such policy, there is hereby created in the office
of the Supervisor a Pollution Control Board. It shall consist of ten (10)
members, serving without compensation. Of the ten (10) members first appointed,
five (5) shall be appointed for one (1) year, and five (5) shall be appointed
for terms of two (2) years, and thereafter each appointment shall be for a
term of two (2) years. In the event of the death or resignation of any member,
his successor shall be appointed to serve for the unexpired period of the
term for which such member had been appointed.
It shall be the duty of the Board to:
A.
Advise the Town Board and Town Planning Board as to the
infiltration of sewage and its effect upon water tables, streams, brooks,
lakes, ponds, natural streams, rivers and tributaries.
B.
Recommend measures to be taken in order to prevent any
and all pollution in the Town of Cortlandt.
C.
Study the measures taken by all industrial plants in
the Town of Cortlandt to treat sewage discharging into streams, tributaries
and the Hudson River and other water areas and to make recommendations in
connection therewith.
D.
Recommend the future course of the Town of Cortlandt
as to sewage disposal plants, the treatment therein and other matters in connection
therewith.
E.
Advise and recommend as to any and all other matters
in connection with the possible pollution of water tables, streams, brooks,
lakes, ponds, tributaries and the Hudson River.
F.
Investigate all modern methods of pollution control.
The Board as herein established shall have such powers as now exist
in law and which may be so designated by law.
