A. 
Issued by Clerk. No person shall construct or maintain any building drain which passes across or beneath any part of any street, road or highway or sidewalk unless the owner of such building shall first have obtained a permit from the Village Clerk.
B. 
Certificate by Engineer. A certificate by the Chief Engineer or his deputy that such drain is necessary and that its construction will not injure the street or other public or private property shall be issued as a condition precedent to granting the permit.

The fee for any license required by the provisions of this chapter shall be at the levels fixed from time to time by resolution of the Board of Trustees of the Village of Rockville Centre.
No permit shall be issued unless the applicant posts bonds of the same nature and in the same amounts as provided for permits to excavate in the streets in Section 4 of Ordinance No. 3.1,[1] to save the Village harmless from the payment of damages for injury to persons or property because of fault or default by him.

All drains constructed shall at all times be maintained by the property owner, and the owner of the premises for which such drain shall be constructed shall be responsible for and shall hold the Village harmless from all damages to person or property by reason of the existence of such drain.
All permits issued hereunder shall be subject to revocation by the Board of Trustees at any time. Upon such revocation the property owner shall immediately remove such drain and place the sidewalk and curb in a proper condition.
