No person or persons, firm, association or corporation shall engage
in the business of maintaining and operating for hire separate coin-operated
dry-cleaning machines for personal and individual use within the Village without
a license.

The fee for any license required by the provisions of this chapter shall
be at the levels fixed from time to time by resolution of the Board of Trustees
of the Village of Rockville Centre.
Applications for such licenses shall be made in accordance with the provisions stated in Chapter 222, and in addition the following are required:
A.
A detailed description of the place and a plan of the
building wherein the business will be conducted.
B.
The total number of dry-cleaning machines proposed to
be operated as of the date of the application.
C.
Establishments containing coin-operated dry-cleaning
machines shall be classified as Group C-2 occupancy as defined in the New
York State Construction Code.
D.
A plot plan shall be provided showing the location and
height of existing buildings and the distance to the nearest window or other
building opening.
E.
Installation shall not be permitted in buildings of Groups
A, B, C-1, C-5 or C-6 occupancies (as defined in the New York Building Construction
Code), in spaces that are below grade or in spaces that have direct access
to below-grade spaces.
F.
Only machines listed in Underwriters' Laboratories Electrical
Appliance and Utilization Equipment List, under Dry-Cleaning Equipment, shall
be approved. Machines shall be securely attached to the floor.
G.
Only the solvent specified by the equipment manufacturer
shall be used. Solvents shall be nonflammable at ordinary temperatures and
only slightly flammable at higher temperatures. Approved solvents are listed
in Underwriters' Laboratories Gas and Oil Equipment List, in Section II, under
Cleaning Liquids.
H.
An approved type gas mask shall be available for immediate
use.
I.
Space shall be provided for customer areas, service areas
and areas for fuel-burning, heat-producing equipment. Separations between
such areas shall have a minimum fire-resistance rating of one hour. Permanent
openings shall be provided for outside air to flow into each area.
J.
Service area shall be provided with a sheet metal, liquid-tight
pan not less than 22 gauge with walls at least four inches high and capable
of containing all the solvent in the machines. Pan shall pitch to a low point
to permit drainage to a vented storage tank or to an approved means of disposal.
K.
Mechanical exhaust fans shall be provided and shall have
a minimum capacity of 225 cfm per machine and in no case less than 1,500 cfm.
Fans shall normally operate all the time that the establishment is open. At
least 75% of air flow shall be from the customer area and 25% from the service
area. Air exhaust shall be at least 25 feet from windows of adjacent buildings,
10 feet above the top of windows within the same building, and six feet above
the roof.
L.
Service areas shall be provided with an emergency exhaust
fan. A remote-control switch, externally operable, shall be located near the
exit. Emergency fans shall have a capacity at least 125% of the total capacity
of the fans normally operating, and shall be on a separate circuit independent
of any other outlet.
M.
Storage of solvent shall not exceed one fifty-five-gallon
drum for each multiple of eight machines. Residue of solvent shall be stored
in metal containers with tight-fitting covers. Storage shall be limited to
the service area. Transfer of fluids shall be made by means of closed leakproof
pipe and pump system.
N.
Spotting operations shall be limited to water.
O.
A sign shall be placed in the premises warning the patrons
to have a window open in cars when transporting clothes from the dry-cleaning
establishment.
P.
Each owner, operator or management of a licensed business
of maintaining and operating coin-operated dry-cleaning machines for personal
and individual use, where made available to the public, shall provide an attendant
who is familiar with the operations of such dry-cleaning machines and any
other machine installed therein, and who shall be in attendance at all times
when such machines are made available for hire.
