No person, firm, association or corporation shall hereafter deposit, dump or abandon grass cuttings, tree cuttings, shrubbery, leaves or like substances ordinarily removed from gardens, nurseries or like places on any part of the Village Dump, owned and operated by the Village, without first obtaining a license for such privilege.
Any person, firm, association or corporation which shall hereafter desire to obtain the privilege to deposit, dump or abandon the substances referred to in the preceding section shall apply in writing to the Mayor of the Village for the issuance to him, them or it of a license therefor, which application shall state in detail such information as may be required by the Mayor of the Village.

A. 
The fees for any license required by the provisions of this chapter shall be at the levels fixed from time to time by resolution of the Board of Trustees of the Village of Rockville Centre.
B. 
Whenever a license is issued pursuant to the provisions of this chapter, there shall be affixed to a conspicuous part of such truck, cart or vehicle a plate or sign which shall set forth the official number of such license.
Any person, firm, association or corporation violating the provisions of this chapter or any part thereof, or failing to obtain the license herein provided, shall be liable for and pay a penalty not exceeding $100 for each offense. Any violation of this chapter or any part thereof shall constitute disorderly conduct, and any person violating the same or any part thereof shall be and is hereby declared a disorderly person.
