It shall be unlawful for any person, organization, society, association
or corporation or their agents or representatives to solicit donations of
money or property or financial assistance of any kind upon the streets, in
office or business buildings, by house-to-house canvass or in public places
in the Village except upon a license issued by the Mayor and an identification
card issued by the chairman or district chairman of any charitable drive and
any such regulations as hereinafter provided.

The application to solicit funds for any cause whatever, as provided
for in this article, shall be addressed to the Mayor, and such application
shall contain the following information:
A.
The name and purpose of the cause for which permission
is sought.
B.
The names and addresses of the officers and directors
of the organization.
C.
The time for which permission is sought and the localities
and places of solicitation.
D.
Whether or not any commissions, fees, wages or emoluments
are to be expended in connection which such commission.
E.
A signed statement:
(1)
That the applicant has been provided with a list of residents
who decline to allow soliciting at their residences for any purpose.
(2)
That the applicant has agreed to refrain from soliciting
at any residence included on this list provided to the applicant at the time
the license is received.
(3)
That the applicant is on notice that soliciting at a
residence that has declined solicitation will result in the revocation of
the license.
F.
Such other information as the Mayor may require.

A.
Sworn statement. It shall be the duty of the Mayor, before
granting permission to solicit funds or donations as provided for in this
article, to compel the applicant to file with him a sworn statement of all
moneys collected in the calendar year or the fiscal year of such organization,
society, association or corporation previous to the application, the expenditures
connected therewith, together with the names and addresses of all persons
receiving wages, commissions or emoluments and the amount so expended. The
Mayor may establish such regulations as he may deem necessary in effectuating
the purposes and objects of this article.
B.
Labelling. Licensees operating under this article shall
be compelled to label all collection boxes or containers used in the solicitation
of funds either by appeal in person or the placing of receptacles for the
receipt of such public contribution in stores, factories, shops, offices,
theaters, hotels, restaurants, railway stations or other public places with
the name of the organization for which the permit is issued and in such conspicuous
manner as the Mayor may direct.
C.
Limitations on soliciting.
(1)
No person, organization, society, association or corporation
or their agents or representatives shall solicit donations of money or property
by house-to-house canvass except during the hours of 9:00 a.m. and 8:00 p.m.
(2)
No person, organization, society, association or corporation
or their agents or representatives shall solicit donations of money or property
by house-to-house canvass in excess of one time per year.
(3)
No person, organization, society, association or corporation
or their agents or representatives shall solicit donations of money or property
by house-to-house canvass by disturbing the residents through repeated ringing
of door bells or knocking on doors.
The provisions of this article shall not apply to any corporation organized
under the Religious Corporations Law; nor to solicitation at the regular exercises
or services of any lodge, benevolent order or fraternity, or any branch thereof,
whenever such solicitation is made at the regularly appointed meetings and
regular places of worship or exercises of such lodge, order or fraternity.
