The construction, maintenance, operation and extension of the sewerage system of the Village of Rockville Centre, Nassau County, New York, up to the point of connection therewith at the house or building line of any premises, is subject to control and regulation of the Board of Sewer Commissioners; said Board of Sewer Commissioners shall continue in existence until the expiration of one year from the date of the completion of the construction work and acceptance of the sewer system now in process of construction and completion within the Village of Rockville Centre; that on the date of the expiration of one year from the completion of construction and acceptance of the said sewer system now in process of construction for the said Village of Rockville Centre, all of the powers herein granted by this chapter or by law to the Board of Sewer Commissioners shall cease and terminate, and the said Board on said date shall be abolished, and from said date all of the powers herein granted to the said Board of Sewer Commissioners or otherwise imposed upon them by law shall be exercised by the Board of Trustees of the Village of Rockville Centre; that within any house or building line the system of plumbing existing or proposed is also subject to the control of the Board of Sewer Commissioners of said Village until the expiration of one year from the date of completion of the construction of the existing sewer and the acceptance thereof as hereinbefore specified, and thereafter shall be subject to the control of the Board of Trustees of the Village of Rockville Centre. The construction, use and maintenance of any private system of sewage disposal existing or proposed is prohibited. All connections between any building and the public sewer system of the Village of Rockville Centre shall be made in strict accordance with these rules and regulations.
After publication by the Board of Sewer Commissioners or the Board of Trustees of the Village of Rockville Centre in the official paper of said Village, that any section of the public sewerage system of the Village of Rockville Centre, or of any extension thereof, has been completed and is ready for operation, the main drain of every new building, except as hereinafter provided, abutting on any highway, public ground or private way in which such public sewer is laid, shall be connected therewith in the manner hereinafter provided; and all slops, filthy water, liquid waste and spent water supplies of every description, except it be of such nature as hereinafter specifically prohibited, shall be discharged into a properly laid pipe emptying directly into said public sewer.
Within a period of 30 days from the date of the publication in the official paper of the Village of Rockville Centre of a notice by either of the aforementioned Boards, that any section of the public sewerage system of the Village of Rockville Centre, or of any extension thereof, has been completed and is ready for operation, the owner of any existing building or buildings located in the Village upon premises abutting on any highway, public ground or private way in which a public sewer is laid, shall cause the sewerage system of such building or buildings to be connected with said public sewer, and the use of any cesspool or privy vault on the premises to be discontinued and such cesspool or privy vault to be placed in a sanitary condition to the satisfaction of the Superintendent of Sewers.
It shall be unlawful for any person, firm or corporation:
A. 
To cause, allow or permit the discharge of sewage from any house or building in the Village of Rockville Centre into or upon any highway, public ground, private way, stream, watercourse, ditch, surface or subsurface, groundwater drain or stormwater drain.
B. 
To uncover any portion of the public sewers or drains or the connection branches thereof, or to open any manhole or flush tanks except under a permit signed by the Clerk of the Village of Rockville Centre.
C. 
To open any highways or public ground for the purpose of making any sewer connection; or to make or cause to be made any connection with a house connection branch of a public sewer, except under a permit signed by the Clerk of the Village of Rockville Centre, and under the supervision of the Superintendent of Sewers.
D. 
To break or to cut or to remove any pipe of the public sewers, or to make or cause to be made any connection with said sewers except through the connection branches provided for that purpose. The location of said connection branches will be designated by the Superintendent of Sewers.
E. 
To discharge or cause to be discharged into any public sewer, directly or indirectly, any groundwater, surfacewater or rainwater, cellar drains, roof-leader connections or drains from wash stands of public or private garages into said sewers are prohibited.
F. 
To discharge or cause to be discharged into any public sewer, directly or indirectly, any overflow or drainage from manure pits, cesspools or other receptacles storing or constructed to store organic waste.
G. 
To connect or cause to be connected with any public sewer, directly or indirectly, any steam-exhausts, boiler blowoffs, sediment drips, or any pipes carrying or constructed to carry hot water, acids, germicides, grease, brewery wash, gasoline, naphtha, benzine, oil or any other industrial or trade waste or any other substance detrimental to or deemed by the Superintendent of Sewers detrimental to the sewers or to the operation of the sewerage system or sewage disposal works.
H. 
To throw or to deposit, or to cause or allow to be thrown or deposited, in any fixture, vessel, receptacle, inlet or opening connected directly or indirectly with any public sewer, any garbage, vegetable parings, ashes, cinders, rags or any other matter or anything whatever, except feces, urine, necessary toilet paper and liquid house slops. This provision shall not be deemed to prohibit the depositing or injecting in a public sewer, garbage and/or vegetable parings which shall have been previously ground by a method accepted and approved by the Superintendent of Sewers
I. 
To allow any house sewer connected with the public sewer to be also connected with any privy vault or cesspool or underground drain, or with any channel conveying water or filth, except such soil pipes and other plumbing works as shall have been duly inspected and approved by the Superintendent of Sewers.
The Board of Sewer Commissioners, or after its abolition the Board of Trustees, may at any time in its discretion, stop and prevent the discharge into the sewers of any substance deemed by them liable to injure the sewers, or to interfere with their normal operation, or to obstruct the flow, or to hinder any process of sewage purification; and they may, at any time in their discretion, without notice and without recourse, sever the connection and cause the removal of any tributary sewer or drain through which such detrimental substances are discharged.
Each building in the area served by a public sewer must be connected separately and independently with the sewer through the house-connection branch directly opposite the building or nearest in the downstream direction. Grouping of buildings on one house sewer will not be permitted, save by special act by the Board of Sewer Commissioners, or after its abolition, by the Board of Trustees of said Village, and for good sanitary reasons.
No house connection hereafter laid from the sewer to the wall of the house shall be of any diameter less than five inches. Any house connection larger than five inches must be approved by the Superintendent of Sewers.
Every house sewer hereafter laid connecting with the public sewer, from a point two feet outside the foundation walls of the building must be of one of the materials as herein listed and such materials and methods of joining shall be in conformance with the specifications as herein listed:

Cast-iron pipes shall be joined with first quality lead. The entire joint shall be filled in one pouring and thoroughly caulked. The ditch must in all cases be kept dry during the pipe laying. The greatest care must be taken to prevent the entrance of sand or dirt into the house sewer or the public sewer.
No trench shall be filled or any part of pipe or fittings covered until notice has been given to the Superintendent of Sewers that the work is ready for inspection, and such inspection is made. Every such inspection shall be made as soon as practicable after the receipt of notice by the Superintendent of Sewers, and such Superintendent shall have the power to apply any proper tests to the pipe or fittings, and the owner or contractor doing the work shall furnish all necessary tools and labor for such test and shall remove any defective material or repair any work improperly done as the Superintendent of Sewers shall direct.
No house sewer connection with the public sewer shall be laid with a grade of less than one inch fall in four feet, without a written permit signed by the Superintendent of Sewers, specifying the minimum grade that will be permitted.
No sewer connection branch shall be opened, no pipe laid and any joints made except under the inspection of the Superintendent of Sewers.
Old house sewers may be used for new buildings, provided they are in good condition and conform to the requirements of these regulations.
The Clerk of the Village of Rockville Centre shall be notified at least 24 hours before the beginning of any work upon house sewers or connections.
No trap or any manner of obstructions to the free flow of air through the whole course of the drain and soil pipe will be allowed: and any person who shall directly or indirectly place, make, cause or allow to be placed or made any trap, contraption or other obstacle anywhere in the course of such drain or soil pipe, shall be liable to the penalties hereinafter provided, and if he be a licensed plumber or a licensed drain layer, shall, in addition to the penalty herein prescribed, forfeit his license and shall be ineligible to relicense for one year.
No persons, firm or corporation, except a plumber licensed to do work in the Village of Rockville Centre, or a licensed drain layer shall carry on the business of drain laying in the Village of Rockville Centre.
Before any sewerage work or drainage be done or commenced in or on any property, when the same is to be connected with the public sewer, or before any alterations or additions are made to old sewerage or drainage work, plans and descriptions of the proposed work, signed by a licensed plumber or a licensed drain layer, shall be filed in triplicate in the office of the Clerk of the Village of Rockville Centre, accompanied by an application for approval of the said plan and the issuance of a permit to do the said work. Plans, description and application shall be upon a blank form obtained from the Clerk of the Village of Rockville Centre, and signed by the owner of the premises or his properly accredited agent. These plans, descriptions and specifications must conform to all the provisions of this chapter and to all the rules and regulations which are or may hereafter be made concerning such work, and no work may be begun until the plans have been filed and a permit issued by the Clerk of the Village of Rockville Centre. For each permit issued covering the installation of a new house drain, a fee of $10 shall be paid to the Clerk of the Village of Rockville Centre to be used to defray the cost of inspection and tests.
No permit granted by the Village Clerk shall be construed to permit any interference or disturbance of any Village pavement of the Village of Rockville Centre or any excavation in any road, street or public place unless the permit shall expressly so provide, and no permit shall be granted for such interference or disturbance of said Village pavement or for the excavating for sewer purposes in any public street or public place unless the applicant shall have first obtained from the Village of Rockville Centre a permit therefor as now required or which may be hereafter required by any ordinance of the Village of Rockville Centre. No permit shall be deemed to authorize anything not stated in the application.

The permit shall at all times be kept at the site of the work and shown to any authorized agent of the Village of Rockville Centre.
Where any connection makes necessary any excavation on any county road or other road in the Village of Rockville Centre not wholly under the jurisdiction of said Village, permits for the opening thereof must be secured by the applicant from the proper authorities and at the expense of the said applicant.
Whenever in the opinion of the Superintendent of Sewers any plumber or drain layer violates any of the provisions of this chapter, said Superintendent shall report the same in writing to the Board of Trustees of the Village of Rockville Centre, and if the Board of Trustees shall find that the charges are sustained they may revoke the license of such plumber or drain layer.
No person, firm or corporation once having been licensed to carry on the business of plumbing or drain laying in the Village of Rockville Centre, who shall have violated any of the provisions of this chapter and shall have refused or neglected to make good, to the satisfaction of the Board of Trustees of the Village of Rockville Centre, any defective, imperfect work, or shall have refused or neglected to pay any fees, fines or penalties imposed under the provisions of this chapter, shall be eligible to receive any renewal of such license until such default on his, their or its part has been removed.
Plumbers and drain layers must report to the Clerk of the Village of Rockville Centre in writing with full description within 12 hours, the finding by them of all obstructions in house drains or the presence therein, if found, of any substance prohibited by these regulations. Failure to so report will render the person, firm or corporation so offending liable to the penalty of a revocation or suspension of his or their license and to the payment of a fine of not more than $10 for each failure to so report. The finding of the presence of substances prohibited by these regulations in the house drain of any house shall be prima facie evidence of any offense committed against these regulations by both the owner and occupant of the premises, or either of them.
Plumbers and drain layers must report to the Clerk of the Village of Rockville Centre, in writing, within 24 hours after the completion of any work by them, every connection or disconnection made between any building to the sewer system aforesaid, or between any house connection and said sewer system. Failure to so report will render the plumber or drain layer so offending liable to the penalty of revocation or suspension of his license and to the payment of a fine of not more than $10 for each failure to so report.
No person shall construct any drain or sewer upon or from any premises in said Village of Rockville Centre or use or permit any sewer or drain to be so used without a permit from the Clerk of the Village of Rockville Centre.
Any person, firm, association or corporation who shall violate any provision of this chapter or fail to comply therewith, or shall violate or fail to comply with any regulation thereunder shall, for each and every violation and for each and every day that such violation continues, be subject to a fine of not more than $50 per day, and in addition thereto, any violation of the provisions of this chapter or any part thereof, shall be and is hereby declared to be disorderly conduct and any person violating any of the provisions of this chapter or of any part thereof, shall be and is hereby declared a disorderly person. Every 24 hours' continuation of such violation shall constitute a separate offense.
