As used in this article, the following terms shall have the meanings indicated:
COMMERCIAL AREAS
Areas located wholly or partly within the following use districts, as defined in Chapter 340 of this Code:
A. 
Business AAA.
B. 
Business AA.
C. 
Business A.
D. 
Business B.
E. 
Urban Renewal Commercial or Light.
F. 
Urban Renewal Recreational and Limited Commercial.
All private driveways and private parking fields situate in commercial areas must be paved, and the surface of the parking area shall be suitably graded and drained to prevent the accumulation of water. The minimum design requirements for such paving are as follows: four inches of compacted stone as the base, to be covered with a two-inch layer of asphaltic concrete over such base.
All parking fields required pursuant to this article shall be kept clean and free from rubbish, debris and snow, and the surface of the parking area shall be suitably graded and drained to prevent the accumulation of water. The failure of the owner or occupant of the premises upon which a parking area is required pursuant to this article to maintain such parking area as above provided shall constitute a violation of this article and shall subject the violator to the penalties prescribed in this article.
Any owner failing to comply with the provisions of this article shall be subject to the closing of any existing curb cut between the private driveway and/or private parking field and a public street and/or parking field by the Village. The costs for such closure shall be added to the tax bill of the property owner.
This article shall take effect 12 months after its adoption by the Board of Trustees of the Village of Rockville Centre.
