The Board of Trustees of the Village of Rockville
Centre declares and finds it to be in the public interest and for
the public good to preserve the property values and residential districts
and for other aesthetic considerations to provide for the regulation
of the installation of real estate signs within the residential districts
of the Village of Rockville Centre.
As used in this article, the following words
and phrases shall have the following meanings:
A sign which is used to announce or indicate that the property
upon which it is located, rests, sets, or is attached is available
for sale, lease or rent. Notwithstanding any other provision of this
chapter, one real estate sign used for one or more of the foregoing
purposes, located on the property which is available for sale, lease
or rent only during a period of time, not to exceed eight consecutive
hours, during which that property is open for public viewing, and
which displays only the words “Open House” and/or a directional
arrow, shall be allowed without complying with the permit requirements
of this chapter.

Areas located wholly or in part within the following use districts, as defined in Chapter 340, Zoning, of this Code:
A publicly displayed board or placard displaying information.
A.
No real estate sign shall be placed or maintained
in public view within the residential districts until a permit has
been duly issued upon application therefor.
B.
No more than one real estate sign permit may be in
effect at any one time for a single piece of property.
C.
The Building Department shall require that the application
for a permit indicate the proposed location of the real estate sign,
which shall in no case be further than four feet from the dwelling
or building.
D.
The Building Department shall require that the real
estate sign contain only the words "FOR SALE" or "FOR LEASE" or "FOR
RENT" and, at the option of the applicant, the word "owner" or "broker"
and a telephone number.
E.
Permits shall expire 60 days following the date of
issuance but may be renewed upon application to the Building Official.
The duration of all real sign permits may be changed from time to
time by resolution of the Board of Trustees.
The fee for a permit for the placement of a
real estate sign upon property within the residential districts shall
be at a level fixed from time to time by resolution of the Board of
Trustees. Said fee shall be submitted by applicant at the time the
application is presented to the Building Department.
No real estate sign that is larger than three
square feet in area may be placed in a residential district. The Building
Official may order the immediate removal of any real estate sign that
exceeds three square feet in area.
A.
Real estate signs must be removed from property in
the residential districts within 24 hours of the transfer of the title
to the property or the giving of possession of the property, whichever
event first occurs.
For each and every failure to comply with the
provisions of this article, the owner of the real property on which
the real estate sign is placed and the person or persons who placed
or assisted in the placement of the real estate sign on that property
in a manner that is not in compliance with this article shall be guilty
of a violation against this article, which violation shall be punishable
by a fine not to exceed $250 or imprisonment for a period not to exceed
15 days, or both. Each day's continued violation shall constitute
a separate and distinct additional violation.
It shall be the duty of the Building Official,
and he is hereby given the power and authority to enforce the provisions
of this article.
