A. 
Abandonment of motor vehicles. No person shall leave, park or store any motor vehicle within the Village of Shorewood for such time as to cause such motor vehicle reasonably to appear to have been abandoned. Whenever any motor vehicle has been allowed to remain standing on any street or public place in the Village of Shorewood for more than 24 hours, the same shall be deemed to have been abandoned within the meaning of this article.
B. 
Leaving of wrecked or inoperable motor vehicles in streets. No person shall leave any inoperable, rusted, wrecked, junked or unlicensed motor vehicle or a motor vehicle with expired license plates on any street or highway within the Village of Shorewood.
C. 
Responsibility for wrecked, inoperable or discarded motor vehicles.
(1) 
No person owning or having custody of any partially dismantled, inoperable, wrecked, rusted, junked, discarded or unlicensed motor vehicle or a motor vehicle with expired license plates shall leave or store such vehicle on any premises in the Village.
(2) 
No person shall permit or allow the parking, leaving or storing of any partially dismantled, inoperable, wrecked, rusted, junked, discarded or unlicensed motor vehicle or a motor vehicle with expired license plates upon any premises which he owns in the Village of Shorewood.
D. 
Public nuisance declared. Any motor vehicle described and included under Subsections A through C of this section and in violation thereof shall be deemed to be a public nuisance, and such nuisance shall be abated as hereinafter set forth.
E. 
Notification for removal. Notification of a violation hereunder and order for removal may be accomplished by the Police Department of the Village of Shorewood by placing a notice in a conspicuous place on the vehicle, setting forth briefly the applicable provisions of this article and the date of the notice; in addition, written notice of such violation and order for removal shall be sent by certified mail to the registered owner to his last known address and, in case said vehicle is located on private property, to the owner of said property, allowing 72 hours from the date of said notice for the removal of said vehicle.
F. 
Authority to remove, store, sell or junk. After giving proper notice as provided for under this section, the Chief of Police or his designee is hereby authorized to remove, store, sell according to procedures set forth under § 421-2 of this Code, subject to § 342.40(3)(c) and (e), Wis. Stats., or by private contract in accordance with § 779.415, Wis. Stats., order and cause to be removed any motor vehicle left at any place within the Village of Shorewood which reasonably appears to be in violation of Subsections A through C of this section.
G. 
Exceptions. The provisions of this section shall not apply to a motor vehicle in an enclosed building or to a motor vehicle on the premises of a business enterprise operated in a lawful place and manner, when necessary to the operation of such business enterprise.
H. 
Adoption of state law. The provisions of § 342.40, Wis. Stats., related to abandoned vehicles are hereby incorporated by reference; in case of conflict between the provisions of this article and § 342.40, Wis. Stats., the provisions of state law shall govern.
