A.
There shall be a Department of Community Development,
the head of which shall be the Director of Community Development.
The Director shall be qualified by training and experience to be the
head of the Department, especially as set forth below. The Director
shall serve during the term of office of the Mayor appointing the
Director and until the appointment and qualification of a successor.
B.
The Director of Community Development shall be appointed
by the Mayor with the advice and consent of the Council.
The Department of Community Development shall
include the following divisions:
A.
Township Engineer. The Township Engineer shall serve
as the Director of the Division of Engineering and may also serve
as the Director of Community Development. The Township Engineer shall
be a duly licensed professional engineer of the State of New Jersey.
B.
The Township Engineer shall perform such duties including,
but not limited to the following:
(1)
Working with the Director of Public Works in coordinating
and planning for the maintenance and expansion of the roads of the
Township and reporting annually on their status.
(2)
Preparing all plans and specifications for public
works and improvements undertaken by the Township and certifying satisfactory
completion of work to authorize progress payments pursuant to the
contract.
(3)
Providing, maintaining and updating maps, plans, specifications,
surveys and records with respect to public property, works and facilities
owned and operated by the Township.

(4)
Providing engineering services to the various departments,
boards or agencies of the Township, as directed by the Mayor or designee.
(5)
Issuing such certifications as may be necessary and
approving all bills with respect to work performed under the Township
Engineer's supervision.
(6)
Preparing maps, plans and specifications and preparing
or causing to be prepared surveys and maps, including the tax maps.
(7)
Reviewing proposed preliminary and final subdivision
plats and site plans for conformity with Township ordinances and advising
the Planning Board as to such matters.
(8)
Inspecting and recommending acceptance of construction
activities which will be decided as public improvements to the Township.
C.
All papers, documents, memoranda, reports and other
material relating to the administration of engineering duties of the
Township Engineer shall be and remain the property of the Township.
Upon termination of the Township Engineer's services with the Township,
the Township Engineer shall forthwith surrender to any successor all
such property.

The Division of Land Use shall be headed by
a licensed professional planner. The planner shall also be responsible
for zoning enforcement and giving advice and assistance to the Planning
Board, Zoning Board of Adjustment, Technical Review Committee and
other applicable boards, bodies, commissions and committees of the
Township.
A.
The Division of Code Enforcement shall be headed by
a Construction Code Official. The Division shall also serve as the
Uniform Construction Code Enforcing Agency.
B.
Uniform Construction Code Enforcing Agency. The various
officials comprising the Uniform Construction Code Enforcing Agency
shall have such qualifications as are specified in the Uniform Construction
Code[1] and its regulations. The powers and duties of such officials
shall be as otherwise designated in Township ordinances.
C.
The Division shall be responsible for Building Code
enforcement of both preexisting and new construction.
