The Village of North Haven now has areas of open space to be kept forever natural and areas that can be developed into parks with recreation areas, and Village funds are available for such purposes.
The Village hereby establishes a Parks and Recreation Committee effective immediately, whose members are to serve until the end of this official year, and thereafter members are to be appointed or reappointed annually to the Committee to serve one official year.
A Secretary shall take minutes of all meetings, with a copy of the approved minutes to be given to the Board of Trustees.
The responsibilities and duties of the Parks and Recreation Committee shall be established by the Board of Trustees.

A Trustee shall serve as a member of the Parks and Recreation Committee.

The Committee (Parks and Recreation Committee) shall have the following responsibilities and duties:
A. 
To make recommendations to the Board of Trustees concerning recreation areas on Noyac Bay.
B. 
To make recommendations to the Board of Trustees concerning Ryders Pond and its use and maintenance as a recreation area.
C. 
To make recommendations to the Board of Trustees concerning the integrity of the land deeded to the Village and the establishment and maintenance of a means of access over the creek and wetland to the land deeded to the Village.
D. 
To make recommendations to the Board of Trustees concerning the establishment and maintenance of small landscaped areas.
E. 
To make recommendations to the Board of Trustees concerning education of the public in taking care of our park areas and open space, with particular attention to the education of children in this respect.
F. 
To make recommendations to the Board of Trustees concerning a positive approach toward keeping North Haven beautiful.
G. 
To make recommendations to the Board of Trustees concerning care of the old schoolhouse and property, the Village Hall, Village Hall Park, recreational facilities and adjoining Village properties.

H. 
To research Village rights-of-way.
I. 
To make recommendations to the Board of Trustees concerning care of Havens Cemetery in Village's open space.
J. 
Any other duties and responsibilities shall be assigned by further resolution of the Board of Trustees with respect to matters for which the Park and Recreation Trust Fund may be used.

Editor's Note: The preface to the resolution of 2-1-1982, establishing these responsibilities and duties, reads as follows:
"Whereas the Parks and Recreation Committee was established by resolution at the Village Trustee meeting of August 4, 1980, and
"Whereas the Parks and Recreation Committee is directly responsible to the Board of Trustees, and
"Whereas the Village has a Parks and Recreation Fund which, under § 7-730 of Village Law, constitutes 'a trust fund to be used by the Board of Trustees exclusively for neighborhood park, playground or recreation purposes, including the acquisition of land,' and
"Whereas the resolution of 8-4-1980 provided that the responsibilities and duties of such Parks and Recreation Committee be established by the Board of Trustees, and
"Whereas the Board of Trustees has never approved such duties and responsibilities of the Parks and Recreation Committee and this is confirmed by letter dated December 2, 1981, of Village Attorney, Thomas Behringer, stating 'I have considered the resolution which you forwarded to me for opinion, a copy of which is attached. The resolution accomplishes only the appointment of the eight named individuals to the Parks and Recreation Committee. The preamble (i.e. the WHEREAS clauses) were essentially superfluous and not included in the resolution.'
