The above-listed municipalities[1] join and are a member of the Western Cumberland Council of Governments in accordance with the Intergovernmental Cooperation Agreement and Bylaws of the Western Cumberland Council of Governments and any laws or contracts which apply.

No. 739 listed the following municipalities as having membership in the Western Cumberland Council of Governments: Cooke Township, Penn Township, Hopewell Township, Shippensburg Borough, Lower Mifflin Township, Shippensburg Township, Lower Frankford Township, Southampton Township, Newburg Borough, South Newton Township, Newville Borough, Upper Frankford Township, North Newton Township and Upper Mifflin Township.
The intergovernmental cooperative agreement and bylaws of the Western Cumberland Council of Governments attached hereto and made part hereof[1] are hereby approved, and such intergovernmental cooperative agreement and bylaws may be amended from time to time by a voting representation of all member municipalities of the Western Cumberland Council of Governments.

The municipality of the Borough of Shippensburg hereby agrees to become a member of the Franklin County Council of Governments.
The bylaws of the Franklin County Council of Governments attached hereto and made a part hereof, which specify the organizational structure and other operational means of the Council of Governments, are hereby approved.[1]
