The City Council shall elect a Bipartisan Board of Canvassers and Registration for the city consisting of three qualified electors of the city, not more than two of whom shall belong to the same political party. At the same time, the City Council shall elect a clerk for the Bipartisan Board of Canvassers and Registration.
A. 
At the time of holding the first election of members of the Board of Canvassers and Registration, one member shall be elected to hold office until the first Monday in January, 1955, or until his or her successor is chosen and qualified, one member to hold office until the first Monday in January, 1957, or until his or her successor is chosen and qualified, and one member to hold office until the first Monday in January, 1959, or until his or her successor is chosen and qualified. The clerk of the Board shall be elected at the first election for the term of two years or until the first Monday in January, 1955, and until his or her successor is chosen and qualified, and biennially thereafter.
B. 
Biennially after the first election, beginning on the first Monday in January, 1955, one member shall be elected for the term of six years from the first Monday in January, or until his or her successor is chosen and qualified to succeed the member of the Board whose term will run out.
In case any person elected as a member of the Board of Canvassers and Registration, or the clerk of the Board, shall decline to serve or neglect to qualify, or a vacancy shall occur in the Board for any cause, such office or vacancy shall be filled by the City Council for the unexpired term of the member or the clerk.
One member of the Board of Canvassers and Registration shall be elected by the City Council as presiding officer of the Board.
The Board of Canvassers and Registration shall have an office in the City Hall, which shall be open at all times as required by law.
The provisions of this article are adopted pursuant to the authority of Chapter 8 of Title 17 of the General Laws of the state. The Board of Canvassers and Registration shall carry out all the provisions that are set forth in such chapter and all other provisions of law pertaining to Boards of Canvassers and Registration.
