There is hereby created within the Executive Branch of the City of Pawtucket an Office of Community Affairs, to be responsible to the Mayor.
The within established Office of Community Affairs organizational structure shall be deemed to constitute a continuation of the former Model Cities Administration organizational structure for the purpose of succession to all rights, powers, duties and obligations of the former.
The responsibilities of the Office of Community Affairs shall be to:
A. 
Identify community needs.
B. 
Establish and maintain formal relationships with local, state and federal public and private agencies in order to marshal sources of funds by which to address community needs.
C. 
Advise the Mayor on the formulation and implementation of public policies in order that available funds are allocated in the most effective and efficient manner.
D. 
Coordinate and administer those plans, programs, activities and services designated by the Mayor, directly or through contractual arrangements with public or private bodies.
The Mayor shall serve as the Chief Executive Officer of the Office of Community Affairs and shall assume early, continuous and ultimate responsibility for the development, implementation and performance of its activities.
The Mayor shall use his or her administrative authority and leadership to support the program by:
A. 
Coordinating relevant public and private agencies.
B. 
Establishing priorities and allocations of resources.
C. 
Improving the response of public and private agencies.
D. 
Maintaining authority over utilization of funds.
The Mayor is hereby authorized to appoint a Director who shall be responsible to and serve at the pleasure of the Mayor.
A. 
The Director, acting on behalf of the Mayor, shall be charged with the day-to-day responsibility for the overall direction, development, implementation and performance of the operation of the Office of Community Affairs activities.
B. 
The Director shall be responsible, within the Office of Community Affairs, for:
(1) 
Developing program policy.
(2) 
Coordinating activities of public and private agencies.
(3) 
Recommending programs, priorities and allocation of resources.
(4) 
Improving the response and achieving the support, involvement and commitment of all relevant public and private agencies.
(5) 
Reviewing the obligations of funds delegated to public, private and nonprofit agencies.
(6) 
Providing continuing information and technical assistance to the citizen participation component hereinafter provided for.
C. 
The Director shall, subject to the approval of the Mayor, organize and coordinate the activities of the Office of Community Affairs as he or she may determine to be necessary for its efficient and effective operation and which will not result in duplication or overlapping of functions of other departments, divisions or agencies of the city government.
D. 
The Director shall formulate, adopt, issue and promulgate such rules and regulations for the conduct and administration of the Office of Community Affairs and its staff as may be consistent with the city rules, regulations, policies and procedures.
E. 
The duties of the Director shall not be limited to those enumerated above but may be added to, modified or expanded by the Mayor or applicable city ordinances and regulations.
The Director shall be authorized to engage such staff as is deemed to be necessary for the proper and efficient implementation and administration of the Office of Community Affairs and shall further be authorized to seek additional services and assistance from city departments and agencies and to contract for special services, from both public and private organizations and agencies, under such conditions as may be appropriate.
A. 
Establishment. The Director shall cause to be established a citizen participation component.
B. 
Organization. The citizen participation component shall consist of community residents and shall be appointed by the Mayor from lists submitted by the Director on behalf of existing citizen organizations. All members will serve until their successors are appointed. All members of the citizen participation component shall serve without compensation.
C. 
Committees. The citizen participation component shall, with the advice and assistance of the Office of Community Affairs Director, organize itself into such committees as may be deemed necessary for the fulfillment of their functions.
D. 
Role of citizen participation component. The citizen participation component shall have early, direct and meaningful access to decisionmaking so that they can influence the planning and carrying out of the program. The citizen participation component shall have the following general functions:
(1) 
Advising and identifying problems, issues, goals and priorities.
(2) 
Influencing, reviewing, commenting, evaluating or suggesting ideas and programs.
(3) 
Monitoring progress of the program and informing their fellow neighborhood and city residents.
