The special fund known as the "Pawtucket Public Library Special Fund" shall be maintained by the City of Pawtucket for the purpose of improving the collection and services of the Pawtucket Public Library.
A. 
Donations shall be used as directed by the donors. Any donations without specified purposes shall be used by the Director of the Library as directed by the Board of Trustees.
B. 
Overdue library material fees and lost material payments may be used to replace lost materials, to develop the library's collection, or may be used by the Director of the Library to fund personnel expenses as directed by the Board of Trustees.

C. 
Fees for borrowing more than one videocassette and the overdue fees for videocassettes may be used to develop the library's video collection or may be used by the Director of the Library to fund personnel expenses as directed by the Board of Trustees.

D. 
Fees collected for the use of meeting rooms when the meeting is not open to the public or when food is served shall be used to maintain the meeting rooms.
E. 
Donations for the library's photo collection and royalties from the books "Pawtucket," and "Pawtucket II" shall be used for the preservation, indexing and continued development of the library's photograph collection.
F. 
Reserve fees collected shall be used to improve the library's collection.
The Director of Finance shall set up a special revenue account to be used specifically for the purpose described in § 40-44.
The Director of the Library, as directed by the Board of Trustees of the Pawtucket Public Library, is hereby authorized to exercise control over those funds that are ultimately disbursed by the Director of Finance.
The Board of Trustees of the Pawtucket Public Library shall submit an annual report to the City Council detailing expenditures relative to the Library Special Fund.
