[Amended 11-18-2014 by Ch. No. 3056]
Whenever there is to be the establishment of a previously nonexisting salaried position or the abolishment of a previously existing salaried position, the Personnel Board shall make a preliminary and nonbinding recommendation to the Council relative to the necessity of the creation of a new position, or the reasons for the abolition of an existing position, and its fiscal impact on the municipal budget.
A.
The Personnel Board, after making an affirmative determination relative to the necessity of a new position and its fiscal impact on the municipal budget, shall recommend to the City Council what it ascertains to be an appropriate salary for the proposed position.
B.
This preliminary, nonbinding recommendation may be based, in part, on a comparison of the actual salaries allocated to the same or similar positions as established in other municipalities. Other factors which may be considered are the responsibilities inherent in the proposed position, the recommendations of the managing director or appointing authority, and the recommendations of the Personnel Director.
[Amended 11-18-2014 by Ch. No. 3056]

Any determination made by the Personnel Board, as set forth in §§ 88-6, 88-7 and 88-8, shall be subject to the review of the City Council. The Personnel Board's determination may be affirmed, denied or modified by the City Council after a hearing thereon.
