No person shall feed or place food or refuse in such a manner as to cause a food source for any stray animals, including cats, and any wildlife.
The Animal Control Officer shall designate areas prohibiting the feeding of stray animals, including cats, and any wildlife, based on nuisance complaints followed by a thorough investigation of said complaints. Designated areas shall be in writing and shall be filed in the office of the Animal Control Officer and the office of the City Clerk.
Penalties shall be as follows:
A. 
First offense: warning.
B. 
Second offense: fine of $25.
C. 
For any third or subsequent offense: fine of $50.
