No person shall offer their services as a fortune teller, palmist or phrenologist without first having obtained a license as provided herein. Applications for such licenses shall be filed with the City Clerk, and upon approval of said application by the Chief of Police, the City Council may issue such license.
All such licenses shall be for the term of one year and shall expire on the 31st day of May in each succeeding year.
The fee for such license shall be $50 per year and shall be collected by the City Clerk prior to issuance of said license.
No license shall authorize any person other than the one named therein to act thereunder; and no license shall be transferable.

Each person violating any provision of this chapter shall be fined not exceeding $100.
