Any person who shall violate or fail to comply with any of the orders, rules and regulations that may be made or approved by the City Council relative to the construction, use, repair or disuse of the public sewers or sewerage system of the city, or any order, rule or regulation of the City Council in the interest of the public health and welfare of the city, shall, upon conviction, be punished as provided in Chapter 1, General Provisions, Art. I.
The authority to determine in what streets of this city main drains
and common sewers shall be constructed and laid shall be vested in and exercised
by the City Council.
A general construction account is hereby established for the sewer system
of the city, from which account shall be paid all the expenses incident to
the purchase of materials for and construction of the main drains and common
sewers authorized by the City Council. The expenditure of all appropriations
made for the construction account and the payment of all bills and accounts
relative thereto shall be made in the manner provided for paying the current
expenses of the city arising from the construction of sewers.
The Director of Public Works shall have full power to authorize persons
to connect their premises with city sewers and drains, under such regulations
as he or she may deem the public welfare requires.
All connections with city sewers and drains which have been or may be
made shall be subject to such changes and repairs as the Director of Public
Works or the City Council may from time to time direct in the interests of
the public health.
A.
The Director of Public Works shall cause a plat to be
made of all the streets or parts of streets in which drains and sewers have
been or shall be constructed by order of the City Council, together with the
land of the abutters thereon liable to assessment.
B.
Such plats shall also show the location of the drains
or sewers in the respective streets, the diameter thereof and such other information
connected therewith as the Director of Public Works may deem proper.
C.
Such plats shall be properly arranged, indexed and carefully
preserved in the office of the Director of Public Works and shall be open
to the examination of all the taxpaying citizens of the city at all reasonable
times.
