A local composting program with the mandatory separation of certain leaf and yard waste material from the garbage or trash by the residents of the City of Pawtucket and the collection of these yard waste materials is in effect in the City of Pawtucket. The collection of the separated compostable leaf and yard waste material shall be made periodically under schedules promulgated by the Director of Public Works.
As used in this article, the following terms shall have the meanings indicated:
BARRELS
Clean refuse containers weighing no more than 55 pounds filled.

CELLULOSE NET SHEETING
One hundred percent biodegradable mesh sheeting made from cellulose yarn with built-in drawstring. Also referred to herein as "bio-sheet."
COMPOSTING
A process of accelerated biodegradation and stabilization of organic material under controlled conditions.
LEAF AND YARD WASTE COLLECTION SEASON
The autumn leaf season beginning the second to the last full week of October and ending the second full week of December of each calendar year.
LEAVES
Seasonal depositions by deciduous and coniferous trees, shrubs and brush.
PAPER LEAF BAGS
A paper sack of up to thirty-gallon capacity and meeting specifications set by the Public Works Department.
RESIDENTS
Anyone residing in the City of Pawtucket who generates solid waste at a location for which the City accepts responsibility for disposal.
YARD WASTE
Grass clippings, weeds and hedge clippings.
The City of Pawtucket hereby implements a mandatory leaf and yard waste source separation program for the purpose of composting in accordance with the commitment by the City of Pawtucket to resource recovery.
A. 
During leaf and yard collection season, residents shall place the leaf and yard waste material into paper leaf bags, barrels or bio-sheets as defined herein. These paper bags, barrels or bio-sheets shall be placed on the curbside in accordance herewith on the collection days specified by the Department of Public Works and advertised in the local newspapers.
B. 
No material other than leaf and yard waste materials shall be placed in these bags, barrels or bio-sheets.
C. 
Compostable leaf and yard waste material shall not be placed in plastic trash bags during leaf and yard waste collection season. Leaves and yard waste shall not be placed in the same refuse containers as, or otherwise mixed with, other forms of solid waste for collection, removal or disposal during the leaf and yard waste collection season.
D. 
No tape will be accepted as a method for closure of any paper leaf bag, barrel or bio-sheet as defined herein. Staples, string or open paper leaf bag, barrel or bio-sheet is acceptable.
In the event that a resident fails to comply with any requirement of § 347-32 herein, the Director of Public Works or the Superintendent of Sanitation shall refuse to collect the leaf and yard waste material, and the resident shall immediately remove from the curb all leaf and yard waste material until the next scheduled pickup.
