All parking is prohibited on all streets and highways of the City during a winter storm or other weather emergency as declared by the Public Works Director or his/her designee in conjunction with the Public Safety Director or his/her designee until such emergency is declared over.
A. 
Tagging of vehicles; fine. Vehicles parked in violation of this article shall be tagged and fined $100 for each offense.
B. 
Towing of vehicles. The Public Safety Director or his/her designee is hereby empowered and shall summarily remove or cause to be removed from the streets, highways and public places of the City any vehicle, by whatsoever means propelled, which is parked or located in violation of this section.
A. 
A notice shall be printed in all local newspapers, including non-English newspapers, in late October apprising residents of the impending parking ban as per this article.
B. 
Warnings that snowfall is probably to reach a depth of two inches shall be timely issued by the Director of Public Safety or his/her designee through the medium of the press, radio, television, the City website and/or social media.
A. 
City-designated parking.
(1) 
The City of Pawtucket may at its discretion make available certain parcels for temporary parking during the emergencies described in § 388-29. The City of Pawtucket shall post notice that any vehicle parked at said designated parking area be at the owner's risk regardless of whether or not the parking of said vehicle was voluntary or involuntary.
(2) 
The City of Pawtucket assumes no liability for any damage or loss occurring to any vehicle or personal property contained within said vehicle while same is parked at the aforesaid designated temporary parking area.
B. 
Parking on private residential property.
(1) 
Notwithstanding the provisions of § 410-77A(3) or any other ordinances of the City to the contrary, when a parking ban is called due to a weather emergency, all legal residents of a residential property may, upon receipt of permission from the residential property owner, park on nonpaved areas of the premises during the parking ban and up to 24 hours after the parking ban is lifted.
(2) 
No vehicle so parked may be parked on a sidewalk, which shall be defined as that portion of a street between the curblines, or the lateral lines of a roadway, and the adjacent property lines, intended for the use of pedestrians, or in such a way that it blocks or otherwise obstructs any part of a sidewalk.
