The position of Clerk/meter readers of the Borough of South River is hereby created, and the employment of a person professionally trained and educated and shall qualify by such requirements as set forth herein in order to fill such position is hereby authorized. There shall be not more than two full-time Clerk/meter readers within the Borough of South River and not more than three part-time meter readers within the Borough of South River. Said full-time Clerk/meter readers shall not hold any other employment.
The Clerk/meter reader shall be appointed by the Mayor with the advice and consent of the Borough Council for an indefinite term and may not be removed except in accordance with the statute and such case made and provided or by a majority vote of the authorized membership of the Borough Council.
The clerks/meter readers shall be chosen on the basis of qualifications and abilities and shall be required to have the following:
A. 
High school diploma or equivalent.
B. 
Possess and maintain a valid driver's license in the State of New Jersey.
C. 
Typing and/or computer operation skills.
The Clerk/meter reader shall receive as compensation for their services an annual salary, which shall be fixed in accordance with the provisions of the salary ordinances of the Borough of South River.
A. 
The Clerk/meter reader shall report to the Chief Financial Officer or his designee.
B. 
Political activity shall be controlled by Article X of Chapter 68, Personnel Regulations.[1]

The Clerk/meter reader is responsible for the following:
A. 
Read utility meters.
B. 
Report damaged meters.
C. 
Report leaks or suspected tampering.
D. 
Record readings on provided forms or in approved formats.
E. 
Read recording dials of meters and records the information.
F. 
Inspect meters to see that seal is intact.
G. 
Keep necessary records and update necessary databases.
H. 
Perform any clerical function as required.
I. 
Relief in other areas of the utility billing and collection department or finance department, as needed.
J. 
Handling of customer service problems and complaints.
K. 
Typing, filing and data entry.
L. 
Special projects as required.
M. 
Performance of any and all other duties as assigned from time to time.
