There shall be created within the Borough of South River the position of clerk meter reader under the direct supervision of the Electrical Department Supervisor and/or Borough Administrator.
Any person to be appointed to the position of clerk meter reader must possess a high school diploma or its equivalent and have at least one year experience in utility meter reading.
The clerk meter reader shall be appointed by the Mayor with the advice and consent of the Borough Council pursuant to the collective bargaining agreement.
Any individual hired as clerk meter reader shall perform the following primary duties:
A. 
Investigate customer complaints.
B. 
Schedule turn-on and turn-off of electric meters.
C. 
Prepare and maintain utility shutoff lists and records as assigned by supervisor.
D. 
Ability to read all electric and water meters.
E. 
Work with the Utility Collector to coordinate the readings of meters with billings.
F. 
Assist the Collector with the opening and closing of water and electric accounts.
G. 
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position.
H. 
Knowledge of the proper methods of readings meters and of the basic principles underlying their operations.
I. 
Knowledge of the methods used for computing electric consumption.
J. 
Knowledge of the basic principles underlying the operation of electric and water meters commonly used for making accurate readings that are the basics for making computations.
K. 
Ability to handle consumer inquires and complaints in a courteous manner.
L. 
Ability to understand, remember and carry out oral and written directions.
M. 
Ability to keep necessary records.
N. 
Knowledge of office procedures, typing and computers including knowledge of computer programs including Excel, Access, Power Point and Web-based applications.
O. 
Knowledge and skill in correspondence, written and oral phone communications.
The salary of the clerk meter reader shall be as set forth in the appropriate collective bargaining agreement.
The appointee shall dress in business professional attire suitable for the position in order to maintain the professional image of the Utility Department. No jeans, shorts or T-shirts are allowed.
