The owner, occupant or lessee of each and every residential unit, building, business or commercial unit which now fronts or may hereafter front upon any of the public streets of the Borough shall cause the proper number of such residential unit, building, business or commercial unit to be placed in figures at least two inches in height in some conspicuous place on the front part of such building so as to be plainly visible from the sidewalks of the street on which such house or building may front.

The owner of each and every rooming house or boardinghouse within the Borough of South River, in addition to numbering the building as set forth above, shall number each and every apartment and/or room in said building as set forth above.
A. 
In numbering the houses and buildings as aforesaid, the following order shall be observed:
(1) 
The numbers on or in such streets as run a northerly and southerly course shall begin at the house or building standing or which may stand in or at the southeasterly extremity of each and every street which runs such course as aforesaid and within the line of buildings aforesaid, which said house or building shall be numbered one; and the house or building standing or which may stand at the southwesterly extremity of each and every street which runs such course as aforesaid and within the line of buildings aforesaid shall be numbered two; and within the line, the house or building adjoining number one shall be numbered three, and the house or building adjoining number two shall be numbered four, and so on in such a progression in numerical order.
(2) 
The numbers in such streets as run in an easterly and westerly course shall begin at the house or building standing or which may stand at the northeasterly extremity of each and every street which runs such course as aforesaid and within the line of the buildings aforesaid, which said house or building shall be numbered one; and the house or building standing or which may stand at the southeasterly extremity of each and every street which runs such course as aforesaid and within the line of buildings aforesaid shall be numbered two; and the houses or buildings in each and every street which runs such course as aforesaid shall be numbered in progressive numerical or in the same order as hereinbefore specified.
B. 
Whenever any vacant lot or lots shall occur in the numbering of the houses or buildings in any street of said Borough, the adjacent houses or buildings shall be so numbered that when such vacant lot or lots shall be built upon, the house or houses built thereon may be numbered appropriately in proper numerical order, provided that the numbers shall be designated for each 40 feet of vacant lot.
In case of any difficulty or doubt concerning the proper number of any lot, house or building in the Borough, the owner, occupant or lessee or any person interested may apply to the Engineer of the Borough in order that the question may be determined, and the order and decision of such Engineer shall be final and conclusive.

It shall be the duty of such committee of Borough Council as may be appointed for the purpose, to see that the provisions of this chapter are properly carried into effect.

Any person, persons or corporation violating any of the provisions of this chapter shall be subject to the penalties in Chapter 1, Article I, General Penalty.
